Multilateralism in German Foreign Policy since Unification (dissertation project, 2001-2005)
Description:
Germany's readiness to cooperate with its partners in the framework of multilateral institutions is often seen as a core element of continuity in German foreign policy for the last decades and beyond German unification. The most prominent theoretical explanation for this alleged continuity is the notion that an established political culture and a stable Europeanized German identity have prevented any reversion back to power politics and unilateralism.
This project questions these contentions both theoretically and empirically. In theoretical terms, it contrasts the idea of a stable identity or culture with the concept of a continuous and mutual discursive reproduction and reconfiguration of culture and foreign policy. Thus, culture and identity are more open to gradual change than most of the existing literature applying these concepts to German foreign policy would allow for. In empirical terms, the study shows that while Germany has kept its preference for multilateral cooperation, German multilateralism itself has gradually but substantially changed in the 1990s by becoming much less principled and more instrumental than it was in the late 1980s and early 1990s. Thus, the traditions of the "Bonn Republic" have not been abandoned, but they are more fragile than is usually perceived.

Germany's Changing European Policy (contribution to DFG-funded project, headed by Gunther Hellmann, 2002-2005)
Description:
Since the end of the Cold War and unification, Germany's policy toward and within the European Union has undergone significant changes. Once a model "Europeanist", Germany has become increasingly reluctant to support the progressive implementation of key projects of European integration. This project integrates insights from foreign policy analysis, integration theory and social theory to provide an innovative framework for analysis that can account for incremental change in Germany's EU policy.

The goal of this undertaking was to produce an introductory-level text book to familiarize students with theories and methods of foreign policy analysis, their application to the case of Germany as well as some basic empirical knowledge of German foreign policy.

German Foreign Policy since Unification (contribution to DFG-funded project, headed by Volker Rittberger, 1997-2000)
Description:
The project examines the causes of continuity and change in German foreign policy since unification. It has three aims. The first is to develop theories of foreign policy, grounded in major schools of thought in International Relations (realism, liberalism, constructivism), which seek to predict and explain Germany's foreign policy behavior. The second is to test competing predictions, derived from the foreign policy theories, in several issue-areas of German foreign policy. Third, the project assesses the question as to whether and to what extent post-unification Germany's foreign policy is marked by continuity or change.
